Don't know if you're still looking for an answer to this, but... I've been commuting over the bridge by this park for many years, never saw a keelboat at the landing until a few weeks ago one appeared & has been hanging out there so I dropped by out of curiosity. There is a stretch of floating dock there that might be long enough for a 39' boat, and a number of floating-dock slips that are too small. There is however a very long stretch of boardwalk with fixed pilings, which is where the keelboat (35'?) was tied up (using fenderboards-- essential). There are several spots along the pilings with wooden ladders down and gates through the railing, so accessing shore would be easy. There's still a 5' tide at Gardiner so you'd want to be sure to allow for that. The chart shows 12' at low right up close to shore so there's more than enough for a deep keep. The sign at the boat ramp says daytime tie-up no problem, but to contact the "harbormaster" at police station for overnight. Town website says $15/night fee for overnight. Sign also makes reference to public showers, though I couldn't find them (there are bathrooms, though). Interestingly the boat there has Gardiner marked as her home port...
